It is actually perfectly safe and even beneficial to mix both Niacinamide and Sodium Ascorbyl Phosphate, either together in the same product or combined from layering different products. 

The worries about rendering them ineffective, resulting in a dreaded yellow solution, are fairly unjustified as that is merely a product of a harmless charge-transfer interaction; while they can in certain condition create Niacin, leading to a possible flush, that reaction will only occur under extreme heat over extended periods of time.
